NAVX conteste le décret

Justice Depuis plusieurs mois, le Gouvernement a entamé un processus visant à rendre les avertisseurs de radars illicites. Dans le cadre d'un protocole signé avec une association représentant des fabricants d'avertisseurs de radars, le Gouvernement avait laissé entendre que seuls les produits indiquant des zones de danger seraient autorisés.

NAVX a toujours refusé de s'associer à cette démarche, considérant qu'elle n’aurait pour effet que de rendre inutilisables des avertisseurs de radars dont l’interdiction est, selon elle, dépourvue de base juridique.

Or, le 3 janvier dernier, le gouvernement a publié un décret réprimant les usagers de la route qui utilisent, détiennent ou transportent un avertisseur de radars.

NAVX ne comprend pas ce qui justifie l’entrée en vigueur d'un texte aussi répressif.

De plus, ce décret constitue une véritable rupture avec la politique antérieure qui autorisait la publication de l’emplacement des radars sur le site de la Sécurité Routière et leur diffusion sur téléphone mobile, GPS et avertisseurs car de telles informations étaient considérées comme un facteur de sécurité.

Nous considérons que ce décret enfreint le droit de chacun de communiquer des informations publiques, et qu’il atteint le droit de propriété des usagers. (Rappelons notamment que votre véhicule peut être saisi par les forces de l'ordre).

Il faut souligner également que rien ne permet d’affirmer que les produits supposés compatibles avec le protocole signé par le Gouvernement ne soient pas interdits par ce texte.

Devant ce fait sans précédent, nous avons déposé le 13 janvier dernier un recours devant le Conseil d'Etat visant à suspendre, puis annuler le décret.

La sécurité routière et la diminution des accidents restent la préoccupation de tous et en particulier de NAVX. Cependant, nous pensons que ce n'est pas en promulguant un décret violant les libertés fondamentales qu'on attendra cet objectif. C'est en contribuant à l'éducation des usagers de la route d'une part, et en donnant aux forces de l'ordre d'autre part les moyens de repérer les contrevenants.

Nous espérons que le Conseil d'Etat saura reconnaître la légitimité de notre position et annulera ce décret.

NAVX at Telematics Munich - Nov 9-10

Telematics-update-logoThis week, on Nov 9-10, NAVX will be at Telematics Munich. An opportunity to meet, share, exchange with an impressive list of 400 professionals of the Automotive, Telematics and Navigation industries.

The "connected car" is allowing for a whole set of innovative services. Car drivers will remain connected in their car, accessing dynamic and valuable information to optimize their trips (navigation, fuel prices, parking availability, etc). They will be safe thanks to eCall and remote diagnostic. They will access information about local commerces, hotels and restaurants, etc. And why not entertainement and social networking.

Of course, business models, choice of platforms and connectivity as well as many other issues need to be addressed. And that's certainly what will be debated in Munich this week.

Google bets on quality content

Zagatproducts_printedguides In a bold move, Google announced yesterday that it had acquired Zagat, the famous US Restaurnant guide.

Zagat's guides rely on user-generated content (consumer reviews) which are monitored and edited by a team of experts.

This news is not surprising. As we explained recently, quality content can only be produced through combining various sources of information (including user-generated content), automated algorithms and manual work. At NAVX, we implement these types of processes in what we call a Content Factory, relying on a scalable platform, an efficient Content Management System and a team of content specialists.

The acquisition of Zagat shows that Google is serious about content quality.

Google not good enough

03360388-photo-logo-googleMaps and geolocalisation allowed for the huge success of personal navigation devices, then became a standard feature in smartphones, and are now getting embedded directly in cars.

Maps and navigation software are nowadays pretty good in most of Europe and the USA. However, finding a point of interest (e.g. a shop, theater, gas station, parking, etc) is still very adventurous: the place will often have changed name, or closed down, maybe moved to a different address. Or new places will have appeared and won't show up on the map. And the geolocalisation will be wrong.

Providing reliable points of interest on a map is therefore critical to a growing number of applications and devices. 

In this respect, Google Maps is not good enough, as reported by the New York Times here.

This is why some companies, including NAVX, run a Content Factory. The factory collects and verifies information about points of interest, not only using smart algorithms but also relying on a team of specialists and operators who interact directly with brands, shops and other outlets.

Building and running a Content Factory has a cost, but can be done in a scalable way, allowing to produce best-in-class content for the satisfaction of customers.

NAVX operates Parkinfo in France

NAVX has been selected by the French Parking Association (Fédération Nationale des Métiers du Stationnement, FNMS), to run Parkinfo, the only Parking Information service in France.

The FNMS regroups major parking companies such as Vinci, Qpark, Effia, etc.

Parkinfo by NAVX will provide information about the location, services and real-time availability of parks in France.

Parking information is a value-add to navigation: it allows car drivers to find a park, select one which is not full, estimate the price, etc. An example of application is NAVX's iPhone app Parking Dispo.

Speedcam warning systems ban: for our French readers

Le Pack Trio que nous proposons sur NAVX contient des informations sur les radars fixes, les radars mobiles et les stations service les moins chères.

Nous avons pris connaissance de l'annonce du gouvernement d'interdire les avertisseurs de radars. Cette décision n'est actuellement pas traduite en décret ou en loi, et nous n'avons pas d'information sur le calendrier de la mise en oeuvre de l'interdiction. A ce jour, l'utilisation des bases de données NAVX est donc légale en France.

Par ailleurs, les spécialistes du domaine s'interrogent sur la faisabilité d'une telle mesure, voire sa légalité.

Face à cette incertitude, si vous craignez que l'utilisation des bases de données de radars soient à terme interdite, nous vous recommandons de ne prendre qu'un abonnement mensuel, que vous pourrez résilier à
tout moment.

French government intends to ban speedcam warning systems

21902 On May 11, the French government announced it would ban speedcam warning systems (see here). The decision is part of a set of measures intended to decrease the number of accidents on French roads.

Without debating the pros and cons of such a decision, we think banning speedcam warning systems is likely to fail on a legal standpoint.

The exchange of information is indeed protected by the French Constitution and the European Convention on Human Rights. Passing a law that restrict freedom of expression or freedom to receive and transmit information is therefore likely to fail.

There are certainly other ways to prevent drivers from speeding up, than restricting basic human rights: increase the number of speedcams, move mobile speedcam faster from one location to the other, install "radars tronçons" (radar which calculates an average speed between 2 measurement points), use unmarked cars and motorcycles. This is the Sword versus Shield debate !
